Swaps that I have participated in in the past have the shipping as the person sending's responsibility. If that isn't ok, post here...

Deadline I thought would be August 30th (Monday). That would give everyone a month to get their project done and sent (by the 30th). Of course, if you are done quicker than that, please feel free to send your package along whenever you want. But I would say no later than the 30th of August.

Is that deadline acceptable?
