For rolled cuffs, I like to do a sewn bind-off to keep it stretchy---cut yarn 3x length of the stitches to be bound off and thread tapestry needle. Go through first two stitches purlwise and leave them on the needle and then take one stitch off knitwise. Repeat (2 purlwise--leave on, one knitwise and off) When determining what length I want the inseam to be, I usually allow for about 7 rows to be taken up in the cuff rolling.
I also like to do seed stitch or a simple 2x2 rib. For girly, girly shorts you could do a ruffle. For seed stitch you just need an even number of stitches, for 2x2 you need a multiple of 4.

I think my favourite shorts cuff is seed stitch, followed by girly ruffles or a lacy pattern. Stocking stitch will definitely roll up once you bind off, so, as Heather mentioned, you need to account for several rows of rolling when determining length.
