I had issues making this soaker. I crocheted in the round and when I switched colors I had this stair step effect. Does anyone know why this happened?

That's just what happens, unless you do each round individually, starting with 2 chains, and ending the round by slip stitching into one of those chains. But even that leaves a noticeable line too. The stair step never bothers me, but I guess I'm more laid back about details in that way than others. I also rarely weave ends in for my own kids' stuff.

sometimes if i am in the mood and if ds2 or dd does not need to cover right away i will take the nds of each row and on a darning needle pull the tread thru half of the next sc, its still kinda visible but it helps for some of those spots that really bother me.

Do each round like this:
beg chain (however long), join w/ sl st to first ch. Ch 1, sc in same st as joining. Sc around, then join w/ a sl st in the first sc. Ch 1, sc in same st as joining. Continue like that. When you need to change colors, finish off the old color, and just join the new color with a sc (you can join in any st you want to...doesn't matter) and sc around, when you get to the first one, sl st to join, ch 1, sc in same as join.
Got it? :)

Here's a pic of what the color changes look like if you do it that way:

Please ignore how filthy and old this soaker is...it was the closest to me and ds wore it in the sandbox. lol
