Ok, don't laugh at me....
I'm knitting my second thing ever; it's a sheep toy...it's getting suspiciously long...question: when you're counting rows of garter stitch, are you supposed to count the rows on both sides? KWIM?

I think I understand what you're asking; you need to count every row, whether it's a ridge or not - they all count.
I have a squirmy toddler in my lap, can't type more right now!
Look at how it' supposed to be made up and if you need to make it into a sort of tube try doing that and see how big it looks - might help. In garter stitch each hump and each dip is a separate row so if you count just the ridges you're only counting half the rows kwim?
I hate counting rows on my knitting so I've invested in a row counter - doesn't cost much and saves a headache (as long as you remember to clock each row LOL)

I always count ridges and count by twos....first bump is 2 ...second is 4 3rd is 6 (the idea that each bump and dip make up two rows)
